BSMI, Is Implementing An Empirical Study Program Of Hydrogen Fuel Cell Scooters

“Hydrogen Fuel Cell Scooters contribute to the realization of the goal of zero greenhouse gases emission in Taiwan, said Mr. Huang, the Deputy Director General of BSMI, Taiwan.
 
The main purposes that BSMI implements this program is to integrate the technology and standards of hydrogen energy and fuel cell scooters; establish distributed hydrogen supply system and promote R&D validation programs of fuel cell scooters.
 
The objectives of this program are to:
1.          Empirically study the technology status of hydrogen fuel cell scooters
2.          Plan supervision system of hydrogen fuel cell scooters
3.          Evaluate the benefits of hydrogen fuel cell scooters on Economy, Energy and Environment protection and their comparability with international standards
4.          Validate technological performance of hydrogen fuel cell scooters
 
Mr. Huang said that this program intends to establish standards and testing techniques relating to performance standards and safety of fuel cell scooters, including the durability test of fuel cell critical modules, vehicle safety assessment and safety testing techniques.
 
The programs will examine testing services and validation systems, including operation security, durability, driving range, system performance, safety regulations and hydrogen supply infrastructure etc. In planning the implementation of the program, BSMI will collect data of testing standards and methods relevant to fuel cell systems, scooters and hydrogen canisters, and refer to performance parameters of demonstration and validation projects in other countries and existing international standards, such as EC and ISO. It will also take into account of technological capability in Taiwan. It hopes through the program, it can help to advance the development of fuel cell industry in Taiwan and establish a national measurement system and standards which are comparable to international systems.
 
By the end of 2008, the number of scooters on-road in Taiwan reached 1.4 million, representing of around 68% of road transportation in Taiwan. Thus, the development of high energy-efficient and zero greenhouse gases emission hydrogen fuel cell scooters becomes an urgent matter for Taiwanese government in reaching the goal of developing a sustainable transport economy in Taiwan.
 
Mr. Huang said, although hydrogen fuel cell scooters are able to achieve the target of zero greenhouse gases emission, there has yet a set of relevant testing standards and techniques established in Taiwan and internationally. Therefore, through collaboration between industrial players, academics and government agencies, BSMI expects that Taiwan can become a leader in the industry by establishing a set of technical standards and supervision regulations relevant to hydrogen fuel cell scooters which not only suit for Taiwan, but also has international effect.  (Source: Economic Daily News)
